The Civil Service Commission (CSC) during its 2016 Search for Outstanding Government Workers named Dr. Mario V. Capanzana, Director of the Food and Nutrition Research Institute of the Department of Science and Technology (DOST-FNRI), as one of the Presidential Lingkod Bayan awardees in 2016.
The award was conferred to Dr. Capanzana by the President himself, Rodrigo R. Duterte during the Awards Rites on December 19, 2016 at the Heroes Hall in Malacañang Palace, Manila. The complete roster of Lingkod Bayan awardees include: (1) Dr. Jose L. Bacusmo, University Professor, Visayas State University, Baybay City, Leyte; (2) Dr. Mario V. Capanzana, Director IV, Food and Nutrition Research Institute, Department of Science and Technology, Taguig City; (3) Aida L. Maniego, Teacher I, Malita South District, Department of Education-Division of Davao del Sur; (4) Master Sergeant Perfecto L. Perez, 205thTactical Helicopter Wing, Philippine Air Force, Brigadier General N. Ebuen Air Base, Lapu-Lapu City, Cebu; (5) The Verdant Movers (10 Members), Bala Elementary School, Department of Education-Division of Davao del Sur and (6) Bayawan City Local Flood Early Warning and Rescue Team (5 Members), City Government of Bayawan, Negros Oriental.
Dr. Capanzana was shortlisted from among the 18 National Qualifiers nationwide in the Search for Presidential Lingkod Bayan Award as one of the three categories under the CSC’s Honor Awards Program (HAP).
Dr. Capanzana was cited “for his pivotal role in the institutionalization of the Malnutrition Reduction Program (MRP) for the adoption of the DOST PINOY and Nutrition Education Intervention; food fortification of various food products in the market; rice fortification program; R&D in Nutrigenomics in the Philippines; and innovations in conducting the 2008 FNRI National Nutrition Surveys and 2010 Updating of the Nutritional Status of Filipinos and in disseminating the results to stakeholders. He has also made significant contributions in the field of R&D program on Brown Rice; Infant and Young Child Nutrition; development of Functional Food Products; development and updating of Food and Nutrition Tools and Standards; and bringing food and nutrition data and services to every Filipino using the ICT platform.”
According to the Civil Service Commission, the Presidential Lingkod Bayan Award is conferred to an individual or group of individuals for exceptional or extraordinary contributions resulting from an idea or performance that had nationwide impact on public interest, security and patrimony. The contribution may be a suggestion, innovation or superior accomplishment.
The awardees received a gold-gilded medallion expertly crafted by the Bangko Sentral ng Pilipinas, Presidential plaque containing the citation and signature of the President of the Philippines, and a cash prize of PhP200,000.00 each.
Moreover, pursuant to Section 5 of Executive Order No. 508 entitled “Instituting the Lingkod Bayan Award as Presidential Award for Outstanding Public Service” dated March 2, 1992, the awardees are entitled to “an automatic promotion to the next higher position suitable to their qualifications and with commensurate salary, and scholarship grant to the awardees or qualified beneficiaries.
